Well there are plenty of Oceanic guilds already, Hestia is already a leader of Titernia guild on Jagged Coast server ( http://tera-forums.enmasse.com/forums/guild-hall/topics/Titernia-Jagged-Coast-PvP-International?page=1 ), You will find some Oceanic dedicated guild on almost every server.
Not sure about asian though.
