All I see in a 300 man guild is 300 targets.
What Zerg Guilds? Most of Feral Valley guilds are very mild in nature. There maybe a few you could maybe classify them as zerg guilds, but honestly even they don't fit the mold of a zerg guild. I really like the guild compositions on Feral Valley.

There are political alliances between large population guilds that keeps smaller guilds down.

Can you please list some of these larger guilds and their alliances? Finding targets during a GvG is so hard to do that the best option ends up being waiting for Nexus just to get people to come out of safezones.

Tranquility has been holding Ostgarth for way too long.
Dejavu is a joke, yet has N Shara won.
Inner Circle had to ally with someone and exchange votes to get there.
Last Exile ran unopposed in S Shara because people were scared.

Dejavu Votes for Tranquility and Last Exile in exchange for return votes. All the sudden you have a large influx of votes from major guilds electing each other. There's no chance for a smaller guild, like ok Lews, to get a vanarch.
Even though they were the only guild actually giving back to the community.
Guild alliances happen. Politics is in the game for a reason. That being said, there are good vanarchs and bad vanarchs. This is completely independent of how people get the votes to become vanarch in the first place.
You can assume that being a "zerg guild" and forming alliances gets votes. However I can tell you that elitist attitudes lose you votes more often than not. Also, running out, helping the lowbies with BAMs, dungeons like CR and NT, protecting zones from griefing gains you more votes than most "alliances." Those votes, unlike allied votes are usually in the bag.
Also, hate on Deja/Inner Circle all you want. Those provinces were pretty well ran. Hell, I've seen PawPaw give money away to winners of PvP duels and deathmatches in Kanstria. Pretty much... "giving back to the community" by definition. Not to mention Rayon helping out during Nexus.
We pulled a 3rd place in N Shara, without having big guilds to vote swap with last election. So something can def be said for just being active in the community, well known, and helping out.
Interesting that you discuss Zerg guilds and then list LE, which only has 54 members. You are obviously upset over something more than "Zerg guilds".
The guilds that won votes are the guilds that did what everyone wanted in their first 2 weeks of being Vanarch. They kept taxes low, all shops open, and helped people out when they could.
