Does anyone know who sells them or if they drop by monsters what dungeon drops them?

I would like to know this as well.

You get the currency from doing Training Grounds, which isn't implemented, and spend that currency at a vendor in Kaiator(not sure about other cities), the vendor also isn't implemented afaik.

You can't get them.
