Building is cheaper, but if you don't mind throwing 200-400 more onto it, got o ibuypower(.)com
CPU: i5 2500k or higher (You don't need higher, runs better than AMD for Tera, and less hot.)
GPU: Nvidia GTX 550 (560Ti+ is a bit better, but I go with ATI for less power consumption and less heat)
RAM: I havn't had issues with 4GB, but maybe go with 8+, get DDR3, and something at LEAST higher than 1,000MHz
HD: There are some cheap SSDs. One is 100GB for about the same as the cheapest 500GB 7,200 rpm HDs. (Though you would want 2 HDs, one for the game or windows bootup, and the other for saving bs.)
I'd suggest some decent liquid cooling for keeping ur PC from overheating.
Get a decent Motherboard (MOBO) in case you wanna upgrade. (If you want 2 GPUs, you'll need to get a MOBO with the slots.)
Don't overkill your PSU. But don't get cr*p brands, otherwise they might be DoA, or not put out as much power. Only get more if you plan to upgrade ion the future.
ibuypower shows you what builds work, and which dont usually. (Like if you need more power or not.)
even if you don't plan to buy a prebuilt, it's a good place to "get an idea" of what you need/want.
EDIT: Laptops tend to have issues running games for long periods of time. (It's not insanely high, but about equal chances of getting a RRoD on a 360) They overheat easily, because everything is so close together.
If you MUST have a laptop, make sure its well cooled, with a cooling pad under it, and that it can handle Tera at mid settings or higher, then set Tera to lowest settings. (Don't stress the laptop to run it at higher settings.)
