Chronoscrolls are an ingame way of buying gametime with gold, while keeping gold sellers out by allowing players who want to buy gold a legit and safe way of doing so

Er, do you know what a chronoscroll is?
They don't give instant max level, best +12 gear with unbreakable godlike crystals...they give freakin' game time so people don't have to pay a monthly sub if they play their cards right.
It counters RWT quite effectively by providing a way to trade real money for ingame money, while benefiting people. You may think "oh well then I can just buy chronoscrolls and become super rich! it's unfair!" Yeah well in every single MMO to date, you can buy gold from illegal gold selling sites. There isn't an MMO where this isn't true. Chronoscrolls instead provide a legal alternative for people who would have bought gold illegally anyway. This likely will reduce the incentive for gold sellers to bot Tera to the brink of an economical collapse, like every other MMO. Plus chronoscrolls help let people play the game for "free" (initial purchase aside).

Pay to win would apply to games with a cash shop such as every f2p game out there on the market. In those, you literally buy your advantage with gear, consumables, costumes with added stats, enchanting items not found in game, etc.
Chronoscrolls are just a way for people who don't have enough time to play to gather the gold they need to enchant or purchase their next tier of weapon. It also allows those with an excessive amount of time to spend some of their extra gold for more playtime.
