Unreal engine has one huge FPS hog while displaying things (well tbh every game engine out there has it at this same spot). It is multiple overlaying and transparent sprites, in simple words particle effects can kill everything fast.

And all spells, effects in TERA are done as particle effects, and they are over the top because asian games love to do it this way. I played with "cascade" (ie. particle effects) in unreal and UDK for years, even best computers cannot handle more than 2000-3000 at once. And from look of spells in TERA one effect uses around 100 sprites. So you get more than 20 people and even most powerful computers starts to choke.

My tip: play with advanced settings in graphics options. Lower effects to minimum when you about to go for huge PVP event. It was same in every MMO, still remember DAOC sieges when you actually could lg in trough walls. TERA is no better or worse than rest.

regardless of all of that.... I have much lower specs than the OP, as does my gf (i bought her her desktop).... and we both run it at max with absolutely no lag (only time i have been able to make it lag and kill my fps is when I pulled almost an entire instance into the boss room)...

I've only got a 2.9ghz i5 and a gt 555m w/ 8gb ram (ddr3), and GF has only a 3ghz athlon 64 x2, 9800gt, and 4gb ram (ddr2)

i5-3570k @4.2ghz OC
GTX 670
8 gigs ram
Windows 7

I am never below 75 fps anywhere, even at brokers at towns with 20+ people. Sometimes my frames go too high in the 100's outside.

I think the OP's cpu is the issue, i had a amd phenom II x4 @3.8 ghz and it still didnt do good due to the UI issue.

Does anyone think flashing my BIOS would help with compatibility?

You probably are just a victim of the UI lag issue. I have an I7-950 as well clocked to 4.4, at least 8GB ram (prob more, been awhile) and a HD6950. UI off I get between 50-80 FPS, UI on it can get as bad as 10. Tried latest drivers, tweaking ini settings, etc. and haven't found anything yet. Prob just have to wait for a fix.

Also I saw you overclocked your 950, if you weren't sure of what you were doing, make sure to stress it for at least 8 hours using something like Prime95 or Lynx. It's a more complicated procedure than previous processors so you want to make sure you don't have quirks down the road when you've long-forgotten that you overclocked your CPU...

Just turn off your shadows.... 99% of the time people who state they have "beast" computers, normally its shadows. Just turn em off. You don't need em. Your fps should sky rocket.

I used the tweak guide floating somewhere that had a list of Unreal engine settings and reduced the shadow resolution significantly (and disabled dynamic shadows). Never really have a performance issue in-game, ever. Well, except for triple hail storms on multiple large mobs. Yeah well.

I'm surprised that NO ONE has suggested one of the MOST obvious potential problem.... the internet connection.

A poor internet connection does not affect framerate, that’s entirely dependent on the client PC.

A poor internet connection will cause unresponsiveness, but the FPS will remain the same. Characters & mobs may stop moving, actions & spells will not fire off, but it won’t cause the framerate to dip.

If he’s at a high framerate and then it crashes to 5 fps specifically during AE situations but the game is still responding to his commands and the AI are moving/acting, that’s a rendering issue.

There is a bug that causes UI lag for some people.

I also have the same UI lag, that is almost unplayable at times, and have not been able to find a fix for it. I sure hope they get this fixed...
