Most people's definition of content, in a game, pertain to races, classes, dungeons, zones, in-game gear, etc. It does not relate to vanity items.

Fluff "content" as you want to categorize it has no effect on the game. That's why most of us categorize vanity items as fluff.
Unlike most paid DLCs in the console gaming world, vanity skins and items in Tera do not provide extra gameplay, has no stat modifiers to make you uber, and it is completely OPTIONAL. By definition, that means you have the choice of buying it or not. It has no effect on how well you kill monsters or other players.

Like Super Srs I even filed a ticket on this issue asking that the key features to this game be made FREE the customization should be free, aditional content if they want to see it I am fine with and don't care but restricting my play. GameStop told me I could freely customize my character and I believe I read customization on a few other sites selling the game, I would file a complaint counting this as false advertisement, I can customize at begining but am not free to customize after the character is created.
Really I believe that I do have a reason to be complaining about this due to the fact I was never informed I would be charged extra to customize my characters the way I see fit in the game I believed this was a game that I could do such in similar to World OF Warcraft with a Barbershop.
Fact is the developers of this game already had this content ready to be released before the game launched but they just recently added it to the service so they could have told everyone about this I would not have purchased Tera had I have known.
