Confused about loot drops and level difference

Okay I'm very confused by this whole loot and level thing. There is conflicting information posted various places here... for instance this is posted in the game guide area ...

Character Levels
XP rewards in groups are based on the level of the opponent defeated, the total levels of the characters involved in killing it and their levels relative to one another. Groups with a wide level range are not a good idea if the lower level characters are looking for good XP and loot.

Differences in character levels are especially relevant in dungeons, or when fighting BAMS. If a character is more than 4 levels higher than the dungeon or monster, the chances of decent loot drops goes down dramatically.

Question:Myth Buster: Orange Loot drop rate decrease when diff player level?
Description:I just verified this with TERA staff. This is NOT THE CASE.

I've been in several groups where someone firmly believes that orange loots will drop LOT LESS when there is a player level difference of more than five, as in the case of level 54 and 48 playing together in GL.

I really wanted clarification on this rumor. Verdict is, THERE IS NO DECREASE IN ORANGE LOOT DROP RATE DUE TO PLAYER LEVELS. It is SAME, doesn't matter if you have level 60 running SM with 22.

The former is correct. There penalty to XP (and loot) drops is based on the difference between the highest level player in party versus the level of the mob you are killing. The game guide says 4 is the cutoff. Tests have shown that the first significant drop in loot chance happens when someone is 4 levels higher. I don't even believe the second statement has facts besides "I verified" in caps.

Thank you...

This seems to be my experience as well and that said ... how do I slow down my leveling? I'm out leveling areas quickly so I get very little in drops from the mobs I'm killing. My character is currently level 35.

I've tested and if I have a second character in group (at least pre level 10) it will cut my XP in approximately half (I say approximately because there is a grouping bonus that adds some bonus xp). So I suppose I could drag along someone else when I'm soloing...

Any other solutions besides skipping content?

Note that regardless of level, items of all rarities will continue to drop, but the rates are reduced. This includes the powerful all-important Panaceas, superiors from Sinestral Manor and onward, and uncommon crystals. Most of the impact is borne on massively reduce experienced and money drops.

I duo'd GL with a lvl 60 at lvl 54 both of us berserkers, and three superior grade items dropped. level doesn't effect drops, I ran some lowbie friends through BoL and SM and they got a ton of blue drops.

There's XP penalty but no loot penalty in dungeons, that is a fact.

Drop rates decreased but there's nothing said about the rates being 0%.. Now if you ran them 10000 times and every time you still averaged 3 gold drops then you'd have statistically valid data.
