With that little information it would probably be a little difficult to figure out what the exact issue is. I would suggest that you check your P2P settings and cap your upload speed, if you haven't done so. Uploading can kill your download speeds if your connection can't handle a ton of bandwidth.
Yeah little information was given, but rather thats all i have to go off. I wasn't downloading anything else at the time or prior to. I noticed it throttled down to .44 mbps, so i just turned it off. Figured beta ended at 12 a.m this morning, and they cut off all downloads? Not entirely too sure on how else to explain it.
10 minutes after beta ended they opened up the servers for patching the files we need for OBT. I downloaded all of those at 2mps without any issues, and have read some posts today saying people were getting it even faster than that, so I doubt it's an issue with their end cutting off downloads. Though it may be because so many people started downloading the new patch. Who knows!
