It seems the only issue is that people are angry that they can't just camp outside a quest hub for easy pickings and need to actually be out in the world to PVP effectively.
If you attack someone AWAY from a quest hub/camp they can't run back to the safe zone.
sounds to me like alot of complaining over something so small. 9/10 the people complaining about safe zone are people who gank lowbies and cant get em before they hit a safe zone. deal with it. its not exactly "game breaking" as some put it lol
All outposts, towns and cities are brimmed with guards, guards I might add that can often one shot kill mobs, (almost making you wonder why they aren't the ones being hired to save the world and why the heck are they just guards... but I digress).
This leaves 2 options in my mind as to what can be done. First is leave this as is, outlaws cant really do much freely with a guard presence like this around anyway. The second would be to open up the safe zones but make outlaws a target of the guards the moment they act up in these areas, or as targets in general... and targets of anyone committing an attack while fighting within a guild vs guild battle, whom enter these zones but still continue to fight.
...starts becoming more EvE like, but it's an answer.
Would the guards be a target as well? I know in PWI people made it into an event to kill the guards of the main city. But just having the guard sit there taking out people during GvG or assist killing people during GvG without taking damage themselves is a bit... smeh.. I'd like the ability to fight against them since they have the newfound ability to fight me.

Outposts (not main cities or hubs/blue areas) with safezones should not be enabled for characters that are in GvG wars with each other (players in the war between guilds can kill each other but others who are not can't) and for outlaws. I figured that kind of system would be a given.

I think that would be awesome. But there needs to be some effect to killing guards...like you become flagged as red to all guards in all cities/towns for xx minutes or something.
TBH I don't get the idea that Outlaws can freely wander into towns. The only thing I can think of is the devs don't want Outlaws wiping out quest hubs and towns for fun....which is exactly what would happen if guards were attackable.

I don't see why not, the guards though would need to be at least lv60, and respawn within a minute on chance of death. Also would have to open up automatic aggro of all guards at the encampment or town or city, for a certain period of time.

the reason could also be that certain game elements can only be accessible from within the major cities and towns.

Yeah that'd be an issue, but it's take a large amount of time and man power to take down a guard since they can 1-shot a mob your own level. People with a fine set of armor and levels to back them up would still have issues handling a guard and would need all the help they can get.
Also to touch points with the effects given on a guard kill - bounty - why not add a bounty on their head in that area as well as major cities/towns? If you kill so and so you gain the reward for the bounty. The reward would increase as they continue to kill other players especially those levels below them.

A minute seems too soon, there should be somewhat of a grace period between his death to spread awareness across the world (maybe a pop up that Guard "X" from "Y" has fallen, all troops to "Y"!!!).

The guards are to be there as a deterrent, not an obstacle for an invasion force, fast respawns will keep it that way. Killing your opponent within a safe zone being the goal, and killing the guard(s) to give you an escaping chance. Also since most guards are ranged types, you'll find mounts are useless... a persistent guard can be a scary thing.
But of course this can lead to a form of self sacrificial ganking in safe zones. That also has to be factored into any decision made by the game developers.
