If the exploit is also here, a rollback is absolutely necessary.
I don't care what you alt has accomplished in a few hours. Hell, I don't care what I have accomplished in a few hours. If people exploited to get their items to +9 they need banned and the server rolled back to pre-exploit.
It is a slap in the face to everyone that got their items by using thousands of gold and grinding like the game intends on you doing.
Anyone that says no to a rollback exploited. The same held true for Ilum in SWTOR. No rollback there and you see what happened to that garbage game. People left in droves over Ilum (amongst other things). You don't [filtered] on your player base and expect to be around long.
Vouch, that was the one of the primary reasons (out of 3) I left.
The amount of people who will outrage over being cheated is far more signifcant than the amount of people who will outrage over losing like 6 hours of game time because the game was being fixed and people who cheated were being reprimanded.
The thing about roll backs is you then have the people that didnt exploit the glitch [filtered]ing at you. I know I would be upset if I lost my progress I did with all my alts. Roll backs aren't something that should be used because some people used an exploit that really didn't effect a lot. This isn't a huge game breaking exploit, sure it will make some people angry that enchanted to +9 the legit way, understandable. Roll back is not required.

Ok let me put it this way. Yes TERA is still young, and there are a lot of people that will be effected by this and will be angry. So do you risk losing the people that are level 60 that are effect by this by not rolling back, or do you risk losing the players that aren't effect by this bug because they aren't 60 but will lose progress on their characters(some who aren't alts, some will be people leveling their first time), and they might quit over it.

It's a lose/lose situation.
This bug entered the game, they don't deserve a win situation.

What about the players? It is lose/lose for us as well. Still they should at least address the issue.
