Enchantment Question?

Looked for the answer and didn't seem to find it among the mix of Enchantment discussions, so I was wondering if someone can cement what I think the new system does:
The enchantment can not downgrade, but it can still fail, and the cost of attempting an enchantment has increased due to the new tier powder system? ?

This is what I'd like to know:

Is this going to be implemented in CBT5? And if so, I already used an identification scroll on some gold gear and +'d it up to +5/+6. Will I be able to reseal this gear and then try to get better stats out of it w/o losing my current +'s? If not, how will this effect a person come Launch?

Has this concern of mine already been addressed? If so please link me where I can find the answer myself.

you can downgrade from a fail (unless there was a ninja patch that I missed)

You can fail:
The fail can bring you from +3 to +2
The fail can just do nothing
The fail is penitently random

Succeeding will always promote you.

From +1 to +6 IIRC, you can use the simple merchant's version of the powder. I believe to achieve +7 and higher you need to get an upgraded source of the powder, though means of the broker system, random drops, or a mischievous box.

You also need higher quality of items:
*All information here is guess work, but it is relatively close
1-3 = whites
5-7 = uncommon
8-10 = rare
11-12 = Legendary
Note: You can use uncommon to legendary to help boost the success rate of getting a pomotion

No, if you reseal (i think it wont let you, never tired) you will lose the enchantment.

or it wont work at all... test it on a green item.

All the changes they are making will appear in Open Beta. Also, since they changed how each powder works. this means we wont be able to go higher than +6 until we have a Vanarc in a region and they open up the specialty shop, or people spam fortune eggs trying to get the powders.

Of course, that's if they kept the powders obtained the same way as before.

@Zenatsu, I take it you completely missed the announcement of the Enchantment system changes...
