I have already submitted a ticket. I found a solution before I got a response. Well I found a solution 1 min after I submitted a ticket.

Here it is for those who are having issues.

Go to your launcher, and click "Launcher Settings". Then click repair. It is the bottom one. After you have done this. Do the following.

Step 1. Goto your install directory.

root/Client/

Step 2.

Then right-click on TL.exe and click properties.

Click the Compatibility Tab

Select the option to Run as Administrator at the bottom.

Step 3.

Go to root/client/binaries/

Then right-click on TERA.exe and click properties.

Click the Compatibility Tab

Select the option to Run as Administrator at the bottom.

I have this issue ,I followed exactly what you said but the problem remains...the client does respond.
Was that the case with you?

Another step I did was right-clicking my root folder and un-selecting read only.
