This is a bit of an older documentation regarding the future development plans since it was released a few months ago but I still found this to be an interesting read.

The article goes over BHS coming out and addressing the future development of Ktera and outline a development timeline for the game. This was released before Queen of Argons and is pretty spot on as far as the current content that we are seeing in TERA:

Apparently the "Best of Destruction" content patch was the 58 level cap raise with Kelsaik, which we now have. The next patch shown addresses the coming of Nexus and Shanra Manaya, the Argon Queen and is the patch we are slated to get soon (likely at the end of summer).

In future content of TERA, it seems that PvP and cross server play is going to be a huge factor in the game's development.

This is done by the creation of a neutral continent called Agaia that lies between servers that players from opposing servers can enter, creating sort of a PvPvE world that was present in Aion. With the addition of PvE and RP servers to NA Tera, I'm not sure how this system will be installed here.

I'm guessing that our server clusted will be divided into a PvE segment and a PvP segment. The article mentions players able to invade the continents on another server to attack players there and gain dream shards.

This feature I will assume will be disabled among grouped PvE shards, but PvP combat and OW will probably still factor in to the center continent of Agaia.

An interesting facet is that there is a floating fortress known as Jura's Ark that will be obtainable through politics. An Exarch can actually move Jura to the center of Agaia during a cross server war in order to gain an advantage.

This system seems like a strategy being employed to combat RIFT's conquest mode and the ever popular DoAC style 3 castle wars happening in Guildwars 2.

The system looks very innovative and fun depending on how progression and class balance is handled. One major worry for PvPers is the possibility of a full PvE shard being forced into PvP in order to progress, which may be damaging to some communities.

After the end of the Agaia patch, the future and long term goals of TERA show the addition of a 9th class first and then an additional continent to the server home world of Shara and Arun.

I think a separate dedicated server for PvPvE sounds like a great idea. From what I gathered it would be a place you visit for PvP events and probably PvP dailies and BGs.
See, having one server entirely dedicated to a zergfest event like Nexus, where people could port to would probably relieve the "home" server from the known Nexus stress that affects a big percentage of players that may not even be doing Nexus.
Also, since it will probably be treated as a new continent you can teleport to at your own risk, I am sure it will be available to all types of servers, PvP, PvE and RP. Bluehole will probably just have to add enough PvE content to keep both customers happy.

Like to point out, that document is over a year old at this point.

He acknowledged that fact and actually his point was that the updates have been exactly as written by that document in spite of its age, so it's a safe bet to assume the rest will follow.

Of course, things can always changed over the course of time, but I believe that what I take away from the opening post is that they have a general outline of what they want to implement and they stick to it.

This seems fun! But I do worry this will only help increase the imbalance in the servers with free transfers, I wonder which ways they will balance it out.

Along with the Juras’ Ark patch, TERA’s ninth class will be revealed.


HELL YEAH.

I knew this game wouldn't be a let down in the long run. It's very exciting to read about what's in store (all of it, not just that a new class will exist).

No duh. :) Do you understand how long these things take? This stuff was planned out long before it was even made public. Being a year old means nothing except we can already see that it's being carried out according to plan by now. Which gives me hope they will execute on the rest of it as stated. :)
