To be honest, I find it a very useful feature, even if it seems like accidental design.
This is because as a healer, remaining out of combat has several benefits:
1. the most important being that you can move at your fastest movement speed. Especially important as a Mystic due to mote placement.
2. MP regeneration is faster out of combat.
3. Stamina does not drain or drains only very slowly while out of combat. Therefore, healer's own HP/MP remains unaffected.
Thus, every time I enter in and out of combat, the music changes are good additional feedback or cues about which "mode" and set of activities I have access to.
Admittedly, there are differences between the healing classes. As a Priest, I would be far more active in combat than a Mystic because most of my healing would be reactive rather than proactive. So, I have "time" to spare as a Priest but then again I really need that time in order to even come close to catching up the Mystic's group damage buff and their other buffs.
Finally, healing is not combat. You have enough stress as a healer and quite often combat music actually adds to that tension and stress. Not having to hear it if you do not want to is very good for the nerves and focus during healing.
If you really want to hear the music all the time, I guess you could flag yourself as Outlaw - not sure, never tried. But if the designers ever change the game to accomadate the battle music lovers, it should definitely only be an audio option. Way too many people will be used to the current system by now.
