Hmm, I never did notice. Now that I think about it, i don't think i saw it ever rain, or duststorms in the desert etc. Maybe I just missed it, dunno.

No. Lore wise there is no day/night cycle just as there is no weather cycle. Such is life when you are a dream of the gods.
There is zone specific weather effects. I'v seen rain in that "STV" looking zone.

B. I think Tera only has weather in specific zones - like the rain cages in the pirate area.
There is rain in the Rain Wilds on southern Mistmoor Isle, Ostragath. You go there around level 32-34. There are volcanic ash clouds in Fyrmount (around level 50). Around Velika, there is no sun, just moderate clouds. It is night in Popolion. There are no clouds in Val Aureum, just blistering, blinding sun. These are not intended to represent "natural" weather patterns.

The rain area was pretty cool, though the areas where it was raining seemed kind of small to me. And i'm not really sure if you'd consider dust storms weather. I seem to recall there being an area with snow on the full version too.
Weather cycles would be great, but day/night cycles would complicate things too much. I mean have you seen TERA's sun? Getting that thing to move would be a [filtered].
