This is an issue, but it is up to the players what they do with this information. You can train against liability with skill, regardless of the item level of the person. Note that players who cannot enter a dungeon will never have too low of an item level to complete the content. That then becomes the party's concern for how well they overgear the content to be secure.
If you are using this as a validation for Lancer's kicking anyone, then you are not only supporting the argument that the Lancer deserves party leadership, or is using the power responsibly. I seriously think Lancers shouldn't be allowed to be party leader for a while, regardless of how hard they beg. This should teach a tad bit more humility.
If they can queue for the dungeon then they have the right level of gear.

But the use of parties "checking" items of their members is occurring even in LFD tools. People are getting kicked and knocked back into queue despite meeting the gatecheck -- or even having completed the content before -- because some players are irrational. How in-server parties group themselves is entirely up to them, and Catatonic's argument has nothing to do with it.
So ... you fail to successfully defend this point.

Perhaps those that get kicked don't cry out if there's no debuff or huge wait time on something specific, so you rarely hear of it. I was merely amused to find that message during a loading screen when there are so many complaints regarding 'elitism' going on in party making right now.

There is a huge wait time for anyone not a tank, it's called a 'queue'. And this isn't the reason most are booted by irrational party leaders. Most of the time it has to do with not wanting to share gear or assuming a class can't hold up their end of the damage, regardless of their gear level (happens a lot to Archers).
