So, i had tested all i could with all possible solution found in internet, the unpark thing and messing with S1engine.ini file, no good results in cpu usage, it still uses only 2 cores at full.. and did not found a way to fix UI bug.. Yet the unpark can help ppl with 2 cores processor..
I still could not try the argument "USEALLAVAILABLECORES" found on UE3 official site here. http://udn.epicgames.com/Three/CommandLineArguments.html becouse i cant run the game if i dont start from launcher.. the only way the seens this comand to work its puting the argument in command line to run TL.exe, so only EME can test this..
Today, the best way to run the game its to have the stronger core value, with intel core i3/i5/i7 OC, or have luck not having UI problem..
yes im sad, i dont wanna spend more money to run this game, i already did buy current pc to play TERA.. Oo

Ok, here is the deal.. on Unreal documentations i found this command "USEALLAVAILABLECORES".

Now im at work and cant test if works, there is 3 possible ways for this to work:
-Put this comand in some .ini file like S1engine.ini
-Start launcher, log in, then start the game with cmd, like "d:\games\tera\folder i dont know name\TL.exe -useallavailablecores" , i dont know if will accept login
Finaly if EME put that line on Launcher when press the "Play" button...
If anyone want to try this and feedback us.. i do apreciate, or even EME staff try this.. Run the game using all cores for sure would bring great peformace joy.. Oo

C:\Program Files\TERA\Client\S1Game\Config\S1Engine.ini
CTRL+F -> CompatLevelGPU
below this lane add CPUNumLogicalProcessors=2
number after "=" is count og your cores.. 8 core machine 8, dual core 2....
save.. congratulation, your Tera client now using all available cores. (tested on my laptop with Coe 2 Duo before this setting my TERA.EXE uses only 48-50% of CPU, after this change uses full cpu - both cores)
BUT if not..
you need to download:

start it, click to CheckStatus, if you see somewhere under STATUS - PARKED click to "unpark all", this disallow one most annoying feature of windows vista/7/8 - system trying save energy and bla bla bla simply "park" some cores of your processor and application like tera simply can not use it..
if you have fps issues due to low hw specs, in same file S1Engine.ini find
ScreenPercentage=100.000000
and lower this value.. example to
ScreenPercentage=90.000000
or
ScreenPercentage=80.000000
it will HIGHLY increase your FPS, !BUT! you must have deactivated lighting options ingame i dont know exactly name.. is in Settings / Video there is any.. realtime compensation of lighting or something like that.. then this can be activated but choose above must be set to "1" NOT to "2" if you set it to "2" (more lighting, more light effects) gam will divide display and show really strange something :D
*if you modify ScreenPercentage=100.000000 to another value then 100.000000 you ill not see loading screens anymore (you can see only loading bar but not loading screen image, not sure why)
