WELL I FOUND MERUMA, he is in the reputation area and his quests can only be received by 58+, you also need to be reverred with certain factions to be able to complete them. this is enmasse fail...

You need to be 60 technically. There's almost no way that you'd reach Revered rep and still be 58.

nope. gathering max hats show up on your mail.
She is in Velkia and all the quests she gives are all level 60 quests.

Meruma is a male (Popori) and he is found in Velika near the Velika rep specialty store. You can only get his quests after you hit 60 in which you need to get reputation items from various factions to make your hats.
