No, this wouldn't cause every player to work on Blacksmithing as a craft.
It's what guilds, friends and other players are for. As for 'untrustworthy' players, I am going to use the WoW trading system as a great example because it's quite awesome.
You open trade with a player, you place the item in the "No Trade" slot, player clicks your item and you give them coin. Bam, you just enchanted your item without handing it over to someone else.
I do know that there is still a chance to NOT gain the + on your item, I just personally think that if they want to remove the chance of an item decrease; then why not revamp the system to something that will put coins in the players pockets for crafting. Giving players more of a reason to use crafting in the game. Especially something that almost every player will want.
Blacksmithing would be a hot crafting job.

This would force every person to take weapons as a craft because in the gaming world players are not known for their honesty. I would imaging the GM's would be spending most of their time responding to tickets from players who had lost their items to the crafter.
I think also you are assuming that EVERY enhance attempt is going to succeed but the reality is some are going to fail you just wont lose the levels you have already achieved. Knowing my enhancing luck 1 in 10 attempts will succeed so I would hardly call that FREE. :D
