Maybe I'm blind but does this game not have racial abilities at all?

It does, each race has a few passives and an active or two. Elin and Popori share racials.

even the "hearthstone" is racial.

It's the 3rd skill? You start the game with the basic combo and one other attack skill, then there is another skill, usually a buff.
They also have a few passives as well.
Have a look at the skills menu, it will tell you which are race unique abilities.

It does have racial abilities. Just go to the game guide and look under each race to see their abilities.

They are all pretty much useless though. Choose the race you like the look of.

Actually, some of them are pretty useful. resist knockdown, instant mana regen etc.
The cool down time on them are pretty high, especially if said buff only lasts 30 secs, but eh.
