No, that's not correct. I'm sitting in a game right now where I can leave area and lfg on. In fact, I've never been forced to turn them -off- in a game previous to this. This community is about as despicable as any that one could possibly fathom in the channels.
And, like most so-called 'trolls', once they're out of their little group of sycophants, they become entirely different people and you often get nary a peep out of them.
The game -could- be cleaned up if people started to get banned for cruel things pretty quickly -- chief among them being the 'no one cares' people. Seriously. These pieces of detritus don't deserve to be able to post a Post-It note, let alone speak in a channel. I just hope that they get their fun while it lasts, because the government response to this rising epidemic, when it comes, will be -legendary-. It'll be a while yet...but make no mistake, when your free speech (which is highly overrated to begin with) collides with business interests, you lose every time.

To be honest, I find the in-game community to be a huge improvement over WoW's lately. Area chat can be entertaining sometimes, but I haven't felt compelled to shut it off yet.
Plus, anytime I've had to group with others to fight BAMs or run dungeons, I've seen a lot of politeness and good humor, even when things get rough.
Buying any game is a risk, even with trial time. I played Aion betas and bought the game. I found myself disappointed with it before long though. You just have to take a chance sometimes.
I've been having a blast with this game. The combat system is refreshing and if you take the time to read the story quests and keep up with them, the over-arching story has potential (my highest character is 44).
I can't speak to the endgame, but the game itself is fun.

I disagree my friend but to each his own. You can always turn off Are/LFG chat if you are offended by what you see. Tera's chat is no worst than any other MMO I have played including Age of Conan, who's player base pulled no punches when it came to blurting out racist comments.
