You personally as a player cannot and will not modify abusive player behavior when it comes from a class/role that holds all the cards.
Blacklist/Ignore? More for the "Rest of everyone who didn't blacklist/ignore" them.
Shame? If they cared what you thought they wouldn't be doing this to begin with.
Harass them/their guild? See shaming.
Only GMs and EME are in a position to actually address the situation. Until they make a commitment to publicly outline the areas of the ToS/EULA that a player is violating by kicking people from the group arbitrarily or queuing/dropping when things don't go their way or the group refuses to remove an undergeared player or an undesirable class and then actually take steps to monitor and react aggressively to this behavior, nothing will change.
And even then it's very unlikely that anything will change.
Lancers will a) quit b) stop queuing c) make their own groups d) run with guild e) lie about the reasons in a way that makes it non-ToS/EULA violating.
Does it suck? Yes. Can you do anything about it?
Yes.

You really have to think this one out past the kneejerk reaction of "This sucks" and "EME better do something about it"
Lancers = Pretty girls.
Just because she agreed to a blind date doesn't mean she has to actually go on the date if she doesn't like who she ended up with. Or something like that.
I mean really. Pretend EME actually decides that this is actionable behavior, all the douches will find ways to avoid dealing with the policy through the above outlined alternatives.
And maybe that will be sufficient. Maybe your queue time will double in length, but hey, no more lancers kicking you randomly or throwing tempertantrums/dropping group.
Maybe that will be enough.
But nothing you can do as a player will change anything. The ball is in the company's hands to administrate properly.
And to-date I've yet to (granted I don't read -everything- on the forums) see them address this in any comprehensive manner that would imply to me that they're going to take the necessary steps or action to fix this.
Things they could do to make lancers not want to kick people:
Address class imbalances so there's no incentive to kick based on perceived DPS disparities.
Adjust the item level requirements to enter dungeons so that at the appropriate gear level things are not so difficult that someone would have a motive to kick undergeared players.
Create tank and healer and DPS stat segregation so that lancer gear is lancer only, dps gear is dps only, healer gear is healer only. (Not optimal imo but there would be no incentive to kick a zerker because they can't wear eachother's gear anymore)
Things they could do to address and hopefully modify the undesirable behavior despite the consequences outlined above:

Suspensions
Bans
Which really doesn't do anything to resolve the underlying issues: That there's a motive for tanks to behave like this in the first place.
Regardless, either way, the ball is in the administrations court to make some kind of public statement and take steps to address the issue, players are powerless to change anything in this situation.
