First off, i'm on your side. second, its not grasping for straws. Do i honestly think people made characters and didn't really use them? Yes, why? Cause the data even supports that. 16.5% never made it past level 1, 71% never made it past lvl 10. So if 71% of all char's never made it off newbie island, then how is that most characters being used? Please do explain that logic.
PvE always has a bigger following then PvP in these new MMO's, thats how its been since WoW. Though what i've been saying is, PvE games do not and never will do PvP well. It will always fail. If the game is not made around the idea of PvP as a core aspect of the whole game then its just not going to pull its weight among pvp communities.
Sadly, Tera is a PvE game. This doom's PvP in to a sub-par state by default. Which some people don't understand or attempt to deny it. We'll soon see the effects of it when PvP server population dies out quickly or All pvp on the server really does not exist in the first place ( at least outside instances).
Now, there are good hardcore pvp games out there. Its just most of the "PvP'ers" that claim to be hardcore, really are not hardcore. They are the Softcore you could say. This is why Theme-Park MMO pvp appeals to them. Like the system in tera. Which personally is not enough to sate my thirst.

It's not even argueable, WoW ALONE is proof that PvE outweighs PvP still. PvP games are only recently showing up because
1. The PvP crowd has been meandering about for the last 2-3 years without any real solid game, many have tried and failed. While a smaller group, it's still sizeable enough to be profitable if the game succeeds.
2. Because it's about the only way a new MMO coming out these days can break away from the WoW mentality of games.
