Has anyone done this quest? I picked it up from a message board just before flying off to Velkis or w/e. And once I got the kit from an NPC it was blued out in my inventory ._ . I learned from any scrolls I picked up and crafted a few ingots but it didn't change the state of the chest (or this other item in my inventory) from being blued out. Right-clicking it does nothing just says I can't use it. Going to the anvil in the crafting area doesn't do anything either.

I've googled this an none of the resulted were TERA related or if they were they weren't about this quest like I had hoped.

Yeah, you combine it with Goat Wool Trim and Verdra Cording (from the Tailoring Material Vendor) for a Tailoring Recipe called "Recruiters Robe".
