I agree, No reason to punish people for "hacks" that don't actually give them an advantage.

There is a re-skinning option for armors of the same class type.
Heavy -> Heavy
Leather -> Leather
Cloth -> Cloth

What you cannot do is:
Heavy -> Cloth...
And ect.

Yes, you can remodel your armor to look like any armor that can be equipped by your class. Thus, no robes for Lancers, no heavy armor for Mystics, etc.

If your talking about remodeling the armor and weapons appearances, They do Allow that. You can also Dye your armor too, but according to the video below it's only for crafted armor, but this is Tera (Korea), so they might of changed this in the NA release ... Only time will tell
