I know exactly how damage is calculated. Missing some more exotic variables but I have the basics down.
Instead of just making random guesses why don't you do some testing before coming up with "fixes."
Tera's functions are actually very simple compared to other MMOs I've played.
So what if the entire game needs to be rebalanced? If its a legitimate concern of the majority of the NA playerbase, then it is EME's job to tell BHS what we'd like to see.
This is the purpose of beta testing, so people can respond to what may be a serious flaw and detriment to skill based combat.

the diffrence in lvls for players dmg could be tweaked yea, this should def go down into the CB testing Forums for ides of change. let there be like a 3-4 lvl difference so people can still fight with some idea of maybe winning if there skill level is high enough.
I'd have to say the level difference is a bit extreme, But is it really the level difference or the armor rating difference? From what I've seen its the gear that makes the difference not so much the level(level is still a factor) However changing this is probably more trouble than its worth when everyone gets to max (which isn't going to be that hard) What then is the use of this change other than PK/griefing prevention? Which in a PVP enabled game (pvp server wise) is an undesirable outcome.
I do agree the level difference pain needs some tweaks but not at the expense of causing possible hardcore bugs.
