Notice the difference in attack and impact modifier bonuses despite it being the same item and enchant level.
With limited info, it seems that once you get masterwork and then keep rerolling modifiers, your stats gradual become weaker. There is a limit to how much it will degrade, and you reach that limit pretty quickly (less than 5 tries).
I'm not sure if this is a bug or something new introduced with the revamped masterwork system. But to those who spent all that time and money into crafting and gathering the mats, please be aware of this. The difference in stats isn't that much, but it does suck to invest all of this time only to have it another layer of RNG separate those who spent the same amount of time and effort on the same item. This is the worst kind of RNG because you can't reverse the process (as far as I know).
EDIT: I am wrong. Quote from Tempest with the higher stat weapon

HI I SEE MY SWORD LOL. but no rerolling masterwork mods on a weapon dont decrease it, Ive already rerolled that pos weapon like 20+ times b4 i got the stats thats in that ss. what it seems like is that halps weapon got buged somewhere along the line since all +9 weps are ilvl 151 o.O
Also note that I have a couple of friend who's crafted mastercraft weapon is item lvl 149. Also one who is 151 but has same modifiers as my sword. My guess so far...the modifier % bonus you get each time you mastercraft is random. Only need to confirm if this value can improve. So far I can only confirm it can go down. Will need other sources of info since I am not willing to invest the gold needed to test this.
EDIT #2:

So I decided to try my hand at rerolling the 2 bad stats my +7 Plowshare had. It had (+832) before, first time I ever rerolled it went up to (+870), tried once more and it's now at (+908) attack modifier. Interesting.
So the stats are REVERSIBLE - at least that's some good news. Now we wait to see if this is all intended but it seems like it is.
Thanks everyone for their help/info sorting through this.
