It takes an hour at best to get to level 8, so level 11 is maybe 1.5-2 hours gameplay tops.

Look in the news feed please. The said, you will only be able to keep your characters if you pre-order the game. Once you cannot pre-order the game any longer, your toon will be deleted.

I don't buy that they tripped freeholds capacity just like that. It was full at the end of obt, now recommended, meaning a ghost town of a server.
People couldn't really make cheap name-stealing characters on VoT, so its still high like it was before.
Tomorrow, if I try to add 'Etna' to my friends list, it had better not work!

Please don't make me start posting link after link of CM posts saying they're not even going to decide whether or not to delete OBT characters until months after launch.

I apologize, but where are you seeing that? I see nothing in the News/Announcements forums to even suggest that, but perhaps I have missed something.
