Should there be no "Safe zone" for Outlaws?

I love the risky feeling of being gank in PvP server, but seeing Outlaws wondering around town freely without consequence is a bit odd, not mention some of them will follow other white-name players out town and gank them.. Will/Should that be changed?

You die without consequences, they kill without consequences. The universe is in balance.

Personally I think outlaws should be attackable in safe zones, but also that they should get some reward (i.e. your stuffs) if they kill you. But that's me.

I agree with Crumple. Last night I watched as people fought outside of a safe zone, and when they were almost dead, they just kept jumping back into it to be un-attackable, healing up and running back out. How boring... I think if you flag to be an Outlaw you should remain that way until you're dead or your Infamy goes away. Granted, i think if you got attacked by someone who flagged as an outlaw *ganked*, then you should be able to retreat to a safe zone. The Outlaw button should have a debuff associated with it. "Not able to enter a safe zone for 10 min after initializing Outlaw," or something like that.

Until EnMasse gives us a pvp system that rewards a the pvper, i don't want to hear about people [filtered]ing about "punish the outlaws" when they don't even have anything else to do but kill random people.
