A large number of people, especially those running AMDs, find that their CPU is being underutilized in some areas, causing severe framerate issues. This is true even for those with hardware exceeding recommended specs and with graphics at lowest settings.
Tera has problems telling the CPU's dynamic frequency scaling to step up, so it stays at a lower frequency. To remedy this, go to BIOs and turn off Speedstep for Intel processors and Cool n Quiet for AMDs. I don't know what the cause is, but it could be Tera's problem, AMD's problem, or something in Windows 7 that's preventing frequency scaling from working correctly.
The problem for me started in CBT4 and didn't to this extent in any prior betas. Sometimes my FPS would drop to 8-12 during some fights and remains low in towns. Now it stays at 40+ during fights and caps at 60 in towns. Note that this shouldn't be a permanent fix to the problem, as throttling is a powersaving feature and is also crucial for laptops. EnMasse/Bluehole needs to patch this up if possible so we don't need to disable features on the CPU.
