If you choose to buy them; operative word there being 'CHOOSE', as in, you get a CHOICE; then good for you. Your weapon now looks slightly (worse imo) different. It does not gain any bonuses. I think there is 1 main reason for everyone's concern. They fear that in order to get the best looking gear in this game, you will need to use the cash shop. At this time we have no idea.

They're only releasing weapon skins, and so far, I think they all look pretty [filtered] [filtered]. As do most the in game models. I play the game because I love the game and the PVP; don't get me wrong, looking badass is a bonus, but as a Male High Elf Leather uses, I've already resolved myself that is never going to happen until I get the last set on this list:
