Well, for one, you're supposed to follow your red quests.
Secondly were you disconnected the whole time? The tents and huts that are in those areas are supposed to be populated by the hostile npcs in those areas.. o.o

Of course I do agree that the zones could use a little life.
The mobs and NPCs seem so static, just waiting for PCs to come along and kill, or collect quests from them.

I was able to see people talking in Area chat so I assume that I was not disconnected. Maybe the areas are "off" for OB? Or maybe it was a glitch or something. I just know I didn't run into any mobs in those areas at all. Everything was deserted.
