One of the dumbest mmo features, the game is already fun and you have to expect people to pay attention if they're 8 meters away from the tank at all times? This game expects too much

Welcome to the reason tanking sucks in TERA. Expect this in just about every single dungeon from Gold Labyrinth on, and moreso in Hard Modes.
This random/secondary/temporary aggro table is present in many, many monsters and bosses from about level 48 onwards and basically makes your job useless as a tank. Expect entirely untankable bosses and then to be told you're not doing your job. There's a difference between an additional challenge to keep the entire party on their toes, and completely erasing the role of one party member who is often considered necessary. It's a stupid feature and I'm telling you it's only going to get worse.

I lol'd too yes there is alot of random agro in Sky Garden, Golden Labyrinth and Akasha Hidoeout but not in end-game especialy hard modes there is randomly stolen agro due to tank going into shell and just blocking and hitting with shield rather than relying on healer and doing some damage + threat skills in middle of it but random agro in end-game? are u sure about it or u just LFD with dumb tanks that doesnt know how to hold/regain agro fast?

it sounds the most to me like he is talking about the purple circle abilities (temp target). honestly i havent felt the game requires too much at all, i enjoy having to stay on my toes after years of raiding in other games where im on auto piolet farming the same bosses over and over while watching TV pretty much in hopes of getting my piece of gear to finally drop.
now im staying on my toes enjoying killing a boss ive killed over 100 times.. and my gear still isnt dropping >.>; (and the enchanting... ::sigh::)

The agro table is not entirely random. I think it clears randomly, which is why fast attackers like warriors or slayers grab agro so much. The table clears randomly, and they may get a big crit and two or three small crits before the tank agros again. Archers, Sorcs, and Zerkers are probably either charging or on a cooldown when the table clears, and don't grab agro quite as much.
OP, if your hypothesis about agro is correct, there would be no reason to take tanks in. One more DPS, if it were just all random. Tanks are still needed. I am glad, because it requires more skill from the tank. It's not mindless agro-building. You have to work hard to lock down a boss. I like that I can tell the difference between a [filtered] tank and a great tank.

So you want tanking to be like WoW, where tank just sits there and keeps aggro 100% of the time while making sandwichs. No thanks, i'll pass.

Yep exactly, why should someone deal with this nonsense when they can go play one of the other many many many other MMOs out there. It presents nothing but frustration for everyone, why should I focus on doing a good job if the game is going to say f u
