If you pre-ordered from a retailer then yes, some people paid a 5 dollar fee. Which is retrievable if it sucks.

You only get into this part of OB if you paid already. So yes, unless you're accessing with an Open beta key, this is part of what you paid for.
I have not paid a dime yet. You do not have to have paid to be here. Hell not even a 5 dollar fee.
