I have been aware for a while that you cannot transfer characters between server types however i would like to know the reasoning behind this as I cannot seem to come up with any.
PvP to PvE -- I don't really understand why not. You level through hard times, and realize you want life easier; there is no downside to this.
PvE to PvP -- This one is fully understandable. If you don't want to level up with the fear of getting ganked from 1-60, then you simply don't belong on a PvP server.
Maybe.....because someone could level safely on a PVE server and get all the best gear and then transfer to a PVP and start ganking? o_o
Probably so pvp servers don't get flooded with lv 60s who "Safely" rushed to it on pve then transfer back to pvp to solely gank n grief. IF that was so then I'm sure most pve lv 60s wouldn't exist long on those serrvers b4 moving to pvp.
Like other people have said, so that you can't level on PvE and then go gank on PvP. Also, it's probably something to do with infamy. Don't want gankers and griefers escaping the penalties for their actions. Honestly though, not sure why you'd want to transfer from a PvE to PvP. With GvG coming soon to PvE servers, the only thing you're missing out on is all the ganking.
I would love for PvP -> PvE transfers so I can move my 50 priest, and assorted 20s off ASAP.
FOR THE CONSIDERATION OF EN MASSE WITH REGARDS TO SERVER CHANGES
The possibility to swap from a PVE sever to PVP server should be allowed up until level 20 to prevent people skilling to a high level then swapping over to gain an unfair advantage.
I would like the option to play with the one person I wanted to play with without creating a new character and starting again. Thank you
EME said they wanted to make it available months ago and they still havent... I dont expect it at this point.

i hear PVP server stuff are cheaper than PVE stuff
load up on QUEENS ITEMS from PVP SERVER
go to PVE server (with an alt) sell and make tons of gold
make new char on PVE server
use new char to transfer to PVP server with the gold
give gold to main char
