"investigate people"

Is that supposed to be a joke or something? That isn't even a sure fire option for success in EVE Online, and that game gives you a hell of a lot more info on someone than TERA gives. If an undesirable wants to infiltrate you, there's nothing to prevent them from doing so.

Not that I have any idea what the original topic was about. I just wanted to throw this thought out.
