I was able to chain skills but you have to set up the chain manually. Go into your skillbook and you'll see a Chains button at the bottom. It opens a new window where you can set up any chains you want. I think some are preset, but most I noticed you had to do yourself. But it's easy, just drag and drop the skill you want and you're good to go.
Though i did notice that you could not chain from your normal attack to a special attack as someone else commented. That a feature or a bug?
