Why are pvP to pvE transfers not allowed?

I'm not really asking for any player answer, I'm hoping for an official response from one of the GM's to explain the rationale to this.

Technically speaking, there is no difficulty moving a character from one server to another.

So what's the REAL reason this is not allowed?

Because transferring from PvE to PvP is unfair, so naturally the other way around wouldn't be allowed either.

No, they're asking about PvP to PvE servers specifically - not the other way around.

PvP -> PvE w/o allowing PvE -> PvP = unfair.

No, they're asking about PvP to PvE servers specifically - not the other way around.

Maybe they just know people knew the risks ahead of time. Not that hard to reroll on this game honestly.

Its not like ganking makes it that hard to level (only happened to me like 4-5 times from 1-60...then I called in my guild and we ganked them right back =/ ), not to mention, how is it easier to get gear on a PvE server? Do they have an increased drop rate or something?
