Did you even read the suggestion? Cross-server only turns on after 10ish minutes waiting in queue. The teleport scrolls cost gold (say 10k or w/e) so the majority of players are probably going to be more inclined to just walk the 50ft to the entrance than spend the money.
EDIT: I should also add, that the time threshold should be long enough that current content is almost always pulling from same server. This is something that would most likely need to be playtested.

Another good point. I was under the impression that a cross-server tool will pull from like-server types. PvP with PvP etc. I think the best way to avoid the entrance camping issue actually already exists in KTera with the dungeon teleport scrolls. If someone's unable to get to the entrance by walking and channel hopping, they could use one of those scrolls. As long as the scrolls have a price to them, it should keep the rest of the functionality in place by making them a "last resort" sort of feature.
So we'll fix the problems people have with a cross server teleporting DF... by implimenting a cross server DF and giving them teleporting scrolls.

@Sethala: The incentive is to help people out, re-run content you find enjoyable, run content you might have missed, obtain items to sell so that lower levels who might not want to grind as much can buy them which (earns you gold), or even a reduced EXP gain.
As for spreading the player base to thin, sure it could happen, but that's why you're able to ask -anyone- on your server for help. Out of those thousands chances are you'll probably find at least a couple people to help you. And if for some reason you out-level a quest. That's fine, you can always come back and do it as long as there's an influx of newbies.
