The green arrow is just like on regular items, it means the item to learn said glyph would be considered 'uncommon'. The only way to get these glyphs is to run a level 58 dungeon called Training Camp or something like that. They either drop or you get points to buy what ones you want, not sure on which it is so don't quote me on that. These Uncommon/Master glyphs tend to either be a copy of a previous glyph, just with a lower point cost or stronger effect. A few of them are even all new glyphs from what you could previously get in that skill.
Example: Priests have a glyph for their 'Mana Charge' skill that lets them share their restored mana, it costs 4 glyph points and restores 25% of the restored mana to the whole party. There is a Master version of this glyph that costs the same amount but restores 45% instead.
It should be noted that while you can use different glyphs all at once for the same skill, you cannot use both the normal version of a glyph and master version of a glyph at the same time. So no 70% mana resto from Mana Charge and no 120% speed boost from Burst of Celerity.
