hmm your graphics card is fine and i would say for the most part you cpu is too even though a i3 isn't really meant for gaming it would still work for something like this. Least for mid settings. Try turning it down to a lower preset and see how that runs.

Have you downloaded it yet? Comes up with some odd errors if you don't have 50 gig of space free, although that may have changed to closer to 20.

The minimum requirements are a single core p4 processor.. He has a quad. Thats not it at all. What kind of video card do you have?

Technically the i3-2100 is a dual-core cpu with hyperthreading support. ;)

That's cant be right? min CPU req is higher than reccomended req?

Also stop using a 32 bit system
get more than 4 gigs of ram.

Ah nvm missed the single core and duo bits. That makes sense.

Still though 4gb of Ram? not a gamer are you?

I would recommend this too. Especially if you have background stuff running that will eat into 4gb when you also launch tera. Double to 8gb and you could in turn try a bit over a overclock on the I3. Recommended settings could mean many different things it could mean running the game smoothly and a lower preset rather then what some people think would be running it on high settings.

It is the ram.
Your OS already taking up the recommended 4G requirement from the go.
Just upgrade your Ram to 8G and you are good.
8G now a day is dirt cheap, like $30-40 on newegg.

You think so ? 4gb ram is not good for gaming? does that explain why whenever I play games eventhough I am running MW3 at like 90fps, its still not "smooth" ? when I swing my mouse left to right

Ram definitely would explain a lot. My memory usage is 2.92GB on idle. 4GB might be good back in the day, but 8GB would be best. I have 24GB in my system lol, a bit overkill but whatever :D
