I was told you automatically receive the outlaw quest at level 11, but I am unable to find it anywhere. Can someone help me?

"At level 11 (on PvP servers only) you obtain a skill that lets you declare yourself an "outlaw." You can then try to kill any player above level 11. However, when you are an outlaw, any player can try to kill you as well."

So first make sure you are on a server that allows PvP. If that is OK then you will need to talk to NPC Kareras in Velika. Have a wonderful murderous rampage!

When you get off the flight path in Velika turn right to go to the dueling arena area. Guy should be there with a star on his head, if you are on a PVP server as Deadly has pointed out.
