GTX 560 would be a cheap affordable card for your use, it can run pretty much any game without a problem and it's quite cheap. with sli you can get the maximum performance pretty much in about every game you have, beyond that card you have to pay a big buck to get a one decent graphic card.

One GTX 560 ti DCU II has 1g of video card memory and it's quite cheap, with dual sli you can get approax 90 fps per second in open fields. If you are suffering from slow frame rates then i suppose it's because you are running on more than 2 core prossor, beyond that it lags, least in my purposes. I might get better answer to this problem soon so be patience.

Bolded text - would be applicable here too...except Tera doesn't support SLI (last I read)...

You'll have to verify the card fits the slots you have on the motherboard and your Power Supply can take the new addition without an upgrade.

Here's a pretty good notebook series for $600-800 from ebay http://www.ebay.com/sch/Laptops-Netbooks-/175672/i.html?_nkw=g51vx. My friend gets like 30+ fps on TERA max settings and 60+ fps on WoW max settings.
