Does Tera plan on doing anything about this? I change channels 3 times in the course of 20 minutes and i'm still getting killed by lvl 60s. I understand I chose a pvp server but this isnt want pvp is.

I have never seen 60s in an alternate channel pking, there's almost no point to it because there would be less people than the main one.
I'll assume someone was out to get you or that particular person was being a huge [filtered] that day.

Were you whining about it in /area chat or whispers to them? If so, that would motivate someone to channel-surf to repeatedly PK you.

You guys should read the PvP Discussion in General Forum.
It pretty much boils down to "Suck it up, learn to switch channels n00b"
As far as I know EME has no plan to have a minimum PK level. Don't let the few bad apples ruin your experience. Just struggle on, get to 60, come back and kill those griefers.
If you are really determined you can get to 60 in about 2-3 weeks.

You don’t have to “suck it upâ€. Find a good guild and get support if they are persistent. I’ve seen a few gankers get murdered. It’s especially sweet when they start crying about it. :)

#1 reason I do not play on pvp servers unless I started playing at (pre) release. If you are not in the first batch to cap level there will be a big chunk of that batch that will try and keep anyone else from reaching "fair fight" status. Seriously, this is what pvp servers are about. The stress of never knowing if running across the road to that untapped mine node is going to get you murdered. Hell I remember my first time logging onto Darktide in Asheron's Call. There were two level 100+ archers standing outside the "Noobie cave" chain killing new players for lulz.
I am thankful for pvp servers though, they attract the majority of d3wdZ and keep them off my carebear server :)

^^ Totally agree PvP servers are a filth attractor keeps PvE servers mostly clean
