At the character screen you "Rested %" and in game top right corner icon. But what do they do? I don't remember this in the help section

I'd add that you earn rested % by logging out while you're in a city. You'll see a little icon next to the radar on the top right of the UI that indicates that you're somewhere that you can rest.

Rested XP is a "bonus" XP EME given to players for taking a break from the game.
As long as your character is in a major city/town when you log off, you gain Rested XP when not playing. The longer you're logged off, the more Rested XP you'll earn.
When you log back in, you'r XP bar will be blue, indicating you've earned Rested XP.
With this Rested XP, when you begin to quest or grind mobs, you'll gain double XP until you've used up all of your Rested XP bonus.
It's a way for EME to help casual players lvl quicker because they aren't able to play the game as long as other players. It's also to encourage players to "take a break" from the game as some players will grind MMO's for hours or even days without rest/sleep. Very unhealthy.

BTW, if you log-off and your character is in a Camp Site/Safe Zone, you will NOT gain Rested EX. You must log-off when in a major city/town to gain Rested XP.

The Rested Exp formula does seems to work by 30 minute intervals
It however is not .463% every 30 minutes. It seems to be a fixed Exp # per 30 minutes.
The cap seems to be a proportioned # of exp based on your level but it is not 10%.
Because the exp gained for 30 min interval is fixed, it takes you significantly longer to reach 100% rested bonus at high levels than low level.
