Bit late for this seeing as it's over, but I had to go into the options menu - > UI - > UI Scaling and change the scale for all the different UI's to 50-70% so they looked normal.

If I remember correctly there is one in Velika (and other cities) and you need about 3-5K and need to be around level 8-10. I'm not sure if this has been changed for the NA version.
