Replace that psu immediately with a better quality one.

While more memory will definitely help, 1066 MHz is quite slow (slower than your current RAM), especially considering 1600 MHz and higher is the growing norm for DDR3 and gaming.

At this point you might as well build a whole new rig, the BEST upgrade you can possibly purchase right now for that PC is an SSD and for the love of god a new PSU.

I didn't say a higher wattage psu (I'm assuming that's what you meant by "more power"). I said a higher quality one. XCLIO is a crap brand that likely buys it's psu design from no-name chinese manufacturers that cheap out on quality components. Go with an established brand like Antec, Corsair, Seasonic, Enermax, etc. Ram speed doesn't really matter anymore. DDR3-1600 is the norm, but going slower or faster doesn't give you dramatic differences in performance.

To be completely honest I don't know what PSU top buy

you WANT a psu of at least 800 - 1000 if you intend on ever getting better components. My current PC is 5 years old and is still running like a champ, every game that has come out has been played at max graphics with little to no problem. Like BarbeQQ said, ram speed really doesn't matter much anymore, also why get a refurbished board and deal with a flaw when you can just get a new one and not have to worry about it. If I were in your shoes, i'd just buy a new PSU and save up money to build a whole new rig.

You should visit a few hardware forums and look around to see what's good and what's bad to buy so that way you have an idea of what you would want to get. How much are you looking to spend on a PSU? one tip when buying one also is to look at the feedback from customers that have purchased the product and read the con's they post to see if it's consecutive with each post. Newegg for example has a nice set up at reviewing these things. As for hardware enthusiast sights you can try sites like Guru3d, overclock.net, Extremeoverclocking.com, there are more out there too.

Edit: You can try these 2 companies, Silverstone or Corsair. Also I mentioned earlier 800 - 1000 PSU if you intend to have lots of components in your set up like dual or 3 way video card and such.
