Can't offer any additional stats sorry Cog, wish I did more testing with more variables but didn't get too much of a chance and didn't want to hold Slei up for too long considering he was nice enough to even let me have 10 min of his time.
I don't think it just starts scaling at 11, but it is more of a non linear curve, starting out flat then increasing till it goes up hard and fast. There is definately something there other than the stats let on, the increase/reduction in crits alone says that and to an extent the damage increase does.
Willing to answer any more questions about my tests but thats all I can give.
Honestly close to giving up on this anyway as a good portion of my guild has canceled preorders due to the scaling, fast levelling speed and other smaller things. It would go a long way to get some type of dev explanation so we can all understand it but they are too busy commenting on stupid Elin clothing threads or dealing with the aftermath of people now cancelling due to lumbertown rape by bored 38's. TERA is looking like a filler till GW2 for a ton of people at the moment though due to how 1 sided the OWPvP can be due to all the issues in this thread.

I'm sorry to hear about your guild. I always find it unfortunate when people judge a situation without considering the whole, then use impressions on another game as a large influence. However, I hope they find something they enjoy at some point, though I'm afraid the Hype Machine ruins far too many gamers' realities these days.

During CBT 5, I and 2 of my friends rolled as a Sorcerer(me), Lancer, and Mystic. There were several times where we ran up against 2-3 other players who flagged and started attacking us. Seeing that they were 4-6 levels over us we expected to be dying instantly, but to our surprise, we completely owned them.
By that, I mean we fought them to a draw for about 10 minutes.
With them having several levels on us, I consider that owned.
The only times where we noticed a difference in power was when we ran into a 38 while we were in our early 20's. Or when we ran into a sorcerer that had 8 levels on us.
Those were the only times we had no chance and ended up dying in 1-2 hits.
Couldn't you just prove it by the characters ungeared hitting each other? Same character type warrior vs. warrior even using the same skill just their level differences?
Would be interesting to see what 2 levels or 5 level differences would do.
