I've camped people many levels lower than me in many games before just to be a pain to them, but it takes the rush away knowing the absolute worst that can happen to me is I end up dying and have to run back to my corpse. I was also frequently on the receiving side of this griefing, sometimes to the point where the game itself was no fun.
In the EU beta, 1 level 22 lancer was camping the quest area for the mount quest. After killing me and a few other people 2-3 times each, he moved on (luckily), but it was extremely frustrating. The worst part wasn't dying, it was the fact that I had a 5-7 minute run back to there only to be killed again and have no escape at all. WHAT A FUN GAME RIGHT?! :-p
I don't want to see a level range that you can openly attack, and I don't want to see open pvp go away. What I do what to see though is if someone is going to repeatedly kill me and prevent me from doing a quest, that I can have my buddies come kill him and make him lose something significant. I know this isn't lineage, but they have a perfect way to deal with it: Dropping items/gold. This is perfect. Heck, even if you leave out the dropping of items and make the person not able to use merchants or have city guards attack them until they do the painstakingly long duty of clearing their reputation again (via grinding).
Ok, this is where all you fan-boys of WoW and your open ganking and griefing kick in because this will ruin all your skill-less "fun" of grieving people.
